You do not need UGC-NET to pursue a PhD in India. Most universities conduct their own PhD entrance tests (RET/PET) which are sufficient for admission. NET is required only if you want the UGC fellowship. This guide explains all available routes, top universities, and important eligibility details for PhD admission without NET in 2026.

UGC Regulations on PhD Admission (Post-NEP 2020)
Under UGC (Minimum Standards and Procedure for Award of PhD Degree) Regulations 2022, universities are required to:
- Conduct a written test (minimum 70% weightage) and an interview (30% weightage) for PhD admission
- Exempt JRF/NET-qualified candidates from the written test (interview mandatory)
- Accept GATE-qualified candidates in relevant disciplines
- Allow M.Phil holders or candidates with relevant publications to apply under special provisions
NEP 2020 also allows 4-year undergraduate degree (honours with research) holders to apply for PhD, which is being phased in from 2024–26 across universities.
PhD Without NET: Fellowship Situation
The key disadvantage of PhD without NET is financial. Without NET-JRF, you cannot claim UGC or CSIR fellowships. However, alternatives exist:
- Institute Stipend: Rs 5,000–25,000/month at private universities; up to Rs 31,000 at IITs with GATE
- Project Fellowships: When your supervisor has an active funded project (DST, DBT, SERB), you may be hired as a Project JRF
- TA/RA positions: Teaching/Research Assistantship at IITs and central universities
- Employer-sponsored: Working professionals may get sponsorship from their organisation
Strategy Tip: If you are in a science stream, appearing for CSIR-NET or DBT-JRF exam even after PhD admission strengthens your fellowship eligibility. You can claim the fellowship retroactively from your year of qualifying if your university allows it. Check with your university's research cell.
Pros and Cons: PhD Without NET

Yes, it is absolutely possible to pursue a PhD in India without a UGC-NET score. Most universities conduct their own PhD entrance examinations (often called RET — Research Entrance Test or PET — PhD Entrance Test). Clearing these university-specific tests qualifies you for admission. Additionally, GATE scores are accepted for PhD admission in engineering disciplines at IITs and NITs without requiring NET.
Universities offering PhD without NET through their own entrance exams include: Jawaharlal Nehru University (JNU-CEEB), University of Delhi (RET), Jamia Millia Islamia, Osmania University, Amity University, Lovely Professional University (LPU), Sharda University, Symbiosis International University, Manipal Academy of Higher Education, and most state universities (e.g., Pune University, Bangalore University, Anna University). These universities conduct their own written tests and/or interviews.
Yes, UGC-NET JRF is required to receive the UGC fellowship (Rs 37,000/month). Without NET, you can still do a PhD but will generally not qualify for UGC or CSIR fellowship. However, institute-funded stipends (Rs 5,000–25,000/month), GATE stipends at IITs/NITs, and project-funded fellowships are available without NET.
Yes, IITs and IISc generally accept PhD applicants with a valid GATE score (for engineering/sciences) or equivalent qualifications. UGC-NET is not mandatory for IIT/IISc PhD admission. However, without GATE or equivalent, you may need to appear in their own written test and interview. PMRF fellowship at IITs also has specific eligibility based on academic performance rather than NET alone.
The minimum qualification for PhD in India is a Master's degree (or equivalent) with at least 55% marks (50% for SC/ST/PwD candidates) from a UGC-recognised university. Some universities also accept M.Phil degree holders for direct PhD admission with exemption from entrance tests. NEP 2020 envisions a 4-year UG degree holders being eligible for PhD with specific conditions.
